As My Hero Academia continues to get the floor for the rising threat of the Meta Liberation Army, Season 5, Episode 15 gives the audience the primary shadowy glimpse of the people behind this radical and shady movement. 

During Hawks' continuing operation, he stands before a panel comprised of the dangerous League of Villains and a couple of anonymous businesspeople. 


The leader of this movement and organization appears to be the mysterious man, You can only fully see his character within the opening credits of My Hero Academia Anime, as he's the sole person aside from the League of Villains who speaks.



This man appears to be a devout and a firm supporter of the Meta Liberation Army's philosophy, commending Hawks' understanding of the book's message. He and his fellow constituents appear to be using a particularly practical approach to their revolution, taking a hero's fan demographic under consideration when considering that hero's usefulness to their ambitions. Unfortunately, Hawks' ploy of using this book to send coded messages could backfire, because it may end up helping spread the group's ideology. But that scenario is unlikely.



The League of Villains, who usually hang around in bars or abandoned warehouses, seems out of place during a room with tablets ahead of them. Those present, Dabi, Toga, Twice, Spinner and Mr. Compress, don't seem overly curious about the Meta Liberation ideology. They seem to be more concerned with Class 1-A than anything . Interestingly, the League of Villains is clearly not responsible for this operation, merely having a figurative and a literal seat at the table.



Despite being the leader of the League of Villains, Tomura Shigaraki is noticeably absent from this gathering. 

Historically, he's not so interested in being someone's subordinate, so his failure to attend this meeting could also be an influence play, or something more sinister {Manga Readers know what I am saying 😏}. 

It's unclear what quite role the League of Villains goes to play during this movement, as Shigaraki is off laughing maniacally during a pile of rubble while the remainder of his partners sit in on a Meta Liberation Army meeting.



Until more is revealed about the mysterious man who appears to be the drive of this rising movement, the strain in My Hero Academia goes to still mount. 



As Overhaul says with concrete confidence, the League of Villains has been only ever out for themselves. That means, they won't interfere in the matters that aren't a threat to them or in their favor either. [ Sorry for poor grammar 😣 I am burdened with studies so bear it]

Their involvement during this new threat could mean trouble for everybody. After all, the Meta Liberation Army wants to vary the planet, but consistent with Toga, Shigaraki goes to destroy it
