Shizuma Orikasa, a former samurai of the Aizu Domain who working as rickshaw puller now, is searching for his missing fiance, Sumie Kanomata. However, an incident leads him to become a member of the newly established Police (police force), and he finds himself in pursuit of a plot to overthrow the government. At the same time, the Moriya yakuza clan receives a guest, Kyoshiro Shuragami, a skilled swordsman. At the clan that is connected to the mastermind behind the plan to overthrow the government, he gradually consolidates his position for his own purpose. Thus, the drama of fate between Shizuma and Kyoshiro begins to unfold. In the process, ironic encounters and partings await Shizuma.
